MMSW Program Plan Engagement
Background
The Household Packaging and Paper Stewardship Program Regulations, 2023 (“the Regulation”) was released and came into effect on March 31, 2023. This requires the transition to a full extended producer responsibility (EPR) model, whereby producers assume operational and financial responsibility for collecting and recycling packaging and paper products in Saskatchewan.
Draft Program Plan
A draft Program Plan was developed as a result of Saskatchewan releasing the Household Packaging and Paper Stewardship Program Regulations, 2023.
Engagement
Engagement on the draft Program Plan took place between June 13 and August 13, 2023. Engagement sessions provided an opportunity to learn more about the draft Program Plan, ask questions and provide feedback.
MMSW, working with the national, not-for-profit producer-led producer responsibility organization Circular Materials, released its What We Heard engagement summary report. The What We Heard report provides a summary of engagement activities MMSW undertook and the resulting feedback from stakeholders. We thank all participants who provided their time and comments on the draft Program Plan.

Approved Program Plan
The Saskatchewan Ministry of Environment has approved the Household Packaging and Paper Stewardship Program Plan submitted by Multi-Material Stewardship Western, on behalf of producers, in September 2023. For more visit mmsk.ca/full-epr.
